Thanks everyone for such nice advices.I told her to wait a lil bit and to get more information about him.She told me that he really is a bad guy, so i told her that she should just leave it alone maybe for her own good.Well idk whats going to happen next, i really hope she will listen to me...

I would be abit scared off if people haved made bad comments about him, i mean you dont know him to well! a five minute talk? flirt if you want, but if his not making any move he might not be into you. I would be carefull though not focus to much on him and feel free to go off, if he makes a move take it and see how he goes, but dont get caught up waiting. move on and keep him as a option

I suggest that she waits a little, finds out more information about the guy and see what it brings her, I made a mistake by dating someone who i barely knew about...people said he had a bad reputation but i didn't listen and got my heart shattered. So, like i said the best thing to do is wait.
