Breaks can be a good thing or a bad thing, it all depends on the intentions. These days breaks mean break ups without totally leaving you heartbroken. I would talk to him about what is going on, respect his decision because you cannot force him to be with you.
Only time can tell , he probably have a lot of bagage for him to handle , he probably just doesn't want extra weight on him at the time , or just maybe he doesnt want to be in a relationship , just keep your head up
