To meet each other is chance while to be together is choice and effort. What wrong in concept of MEANT TO BE is IT happen only by chance. That is very wrong idea. The combination of chance, choice and effort that make two people become Meant to be together. For your question I would say the last person is partner supposed to be it (meant to be).
