That shows that he only want to play you, and since you two are best friends he knows your weaknesses now he is using them to get you, if he truly love you there's no way he can like someone else apart from you.

Ask him for the truth if he really loves you like he says he does but just like the other girl then tell him to think about which one he wants and make it clear that you dont come as a second choice to no one in case they dont work out
