No, it not entirely true. Happiness is depend on external and internal circumstances. Internal in here is heart/feeling/inner self. When they experience the unhappy external circumstance and accept it as the growing process in life, they can be happy. Because Happiness is not only the positive external circumstances, but more than that it is about acceptance, being grateful and appreciation.
