Your situation is kind of confusing. You should approach one girl you like the most. Because you can't be with both girls. So try to found out which girl u like the most.
A technique I have done when in similar situations is to make a pros a cons list. One list of pros and cons of dating the first girl and of not dating her. Then, a second list of the pros and cons of dating and not dating the second girl. This will help you gain insight and hopefully make a decision. Goodluck! :)
