As a political tool, the laws are like two-edged knives. Draconian laws can cause untold sufferings to the people. Loosely worded laws framed without proper visualization can cause only confusion. The objectives of the enactments are usually explained briefly in the beginning. But this is not enough. The law should be drafted in such a way that each part of it is clearly related to the major objectives and builds the legal structure in an orderly manner. The procedural sections should be self-explanatory and consonant with declared objectives. If not properly checked and carefully related to relevant sections, exuberance may give room for excesses and imbalances.
